Project Manager – Roads & Bridges

Position Overview

Our client, a reputable engineering and infrastructure contractor in Saudi Arabia, is seeking an experienced Project Manager – Roads & Bridges to lead major road and bridge construction projects in Riyadh. The role covers the full project lifecycle—from planning and procurement to construction, commissioning, and final handover. Candidates must demonstrate strong technical, commercial, contractual, and leadership capabilities, with proven experience delivering infrastructure projects in the Kingdom.

 

Key Responsibilities

  • Lead planning, execution, monitoring, and completion of road and bridge construction projects.
  • Manage full project lifecycle: design coordination, procurement, construction, testing, commissioning, and handover.
  • Develop and maintain project execution plans, schedules, budgets, resource plans, and delivery strategies.
  • Monitor project performance against approved budgets, schedules, quality standards, and contractual obligations.
  • Oversee project controls including cost management, progress measurement, forecasting, reporting, risk management, and change control.
  • Prepare and update detailed project programmes using Primavera P6 and/or MS Project.
  • Coordinate with clients, consultants, subcontractors, suppliers, utility providers, and government authorities.
  • Administer FIDIC contracts, including variations, claims, extensions of time, notices, and contractual correspondence.
  • Evaluate subcontractor and supplier performance to ensure compliance with project requirements.
  • Ensure construction activities comply with approved drawings, specifications, method statements, and quality plans.
  • Oversee major construction activities:
    • Earthworks and geotechnical works
    • Subgrade and pavement construction
    • Asphalt works
    • Reinforced and post‑tensioned concrete works
    • Foundations, abutments, piers, decks, and related structures
    • Drainage, utilities, and ancillary infrastructure
  • Implement robust QA/QC procedures, inspection and test plans, and quality documentation.
  • Enforce high standards of health, safety, and environmental compliance.
  • Identify project risks and implement mitigation strategies.
  • Lead project meetings, progress reviews, coordination sessions, and stakeholder reporting.
  • Prepare progress, commercial, technical, and management reports for senior leadership and clients.
  • Manage project teams, set performance expectations, and foster a collaborative work environment.
  • Support resolution of technical, commercial, contractual, and construction-related issues.
  • Ensure timely completion of testing, commissioning, as‑built documentation, and project closeout.
 

Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field.
  • Master’s degree is an advantage.
  • Minimum 10 years of experience in road and bridge construction.
  • Proven experience managing large‑scale infrastructure projects from planning through handover.
  • Previous project experience in Saudi Arabia is preferred.
  • Strong experience in project controls: cost management, schedule control, forecasting, and reporting.
  • Proficiency in Primavera P6 and/or MS Project.
  • Demonstrated experience with FIDIC contracts, variations, claims, and extensions of time.
  • Strong knowledge of road and bridge construction methods, materials, specifications, and quality requirements.
  • Practical experience in asphalt, concrete, earthworks, drainage, and geotechnical works.
  • Strong understanding of QA/QC systems, inspection and testing procedures, and HSE requirements.
  • Proven coordination experience with clients, consultants, subcontractors, suppliers, and authorities.
  • PMP, Chartered Engineer, or equivalent certification is an advantage.
  • Excellent written and verbal communication skills in English.
  • Strong leadership, decision‑making, negotiation, and problem‑solving abilities.
  • Ability to manage multiple priorities in a fast‑paced project environment.
